»Re: MARGANALISED AND EXCLUDED
Dear Ugaas Mohamed

I Appreciate your analysis for the lagging of our region. Putting all together I see it is the consequence of erratic strategic choice made by ONLF ( the only active political organization at the time, before almost two decades as you mentioned.) It is natural when strategic choice is made by the leaders, whether it is right or wrong, the common people can not understand or misunderstand and stand against it or blindly run after it. but the consequence is not immediate. The effect starts to appear when they forget where the mistake was done and they talk only about the daily political, social, military and economic problems. When Anwar Sadat choose a peace with Israel in 1979, all Arabs and Muslim world saw him as evil or mad. and was later assassinated for the same cause. In 1991 all Arabs went to Madrid begging for return of their land and until today after two decades they received neither peace nor land. While as you know Egypt got back all it's land.

Before two decades when the Ethiopian regime was in bad need of you and was very sympathetic to the Somali ethnic, the Higher ONLF leadership were confused, over estimated themselves and didn't know which direction to take. The Chairman(Sheikh Ibrahim) and his advisers were in believe that he and Meles are equal and have nothing to talk about except Independence for Somali region and preferred to stay in the jungles of Garbo, while on the other hand Abdulahi Mohammed Sa'adi from ONLF was the president of Somali state.means dealing with The transitional Govt. Even knowing the position of Sheik Ibrahim, Mr. Meles(then TFGE president) was tolerant and let the ONLF run the region and gave them the budget. I think Captain you was there, but I am narrating my memory and understanding. Finally ONLF destroyed themself by sheikh Ibrahim overthrowing president Abdullahi Sa'di and that was when they went out of stage.

When we, the Somali region community at Jeddah met Sh. Ibrahim in 2006, I asked him one simple question; " If the clock is returned to 1991, what do you think you missed and would have corrected?". His reply was that " It was good to have cooperation with the central government and added that they granted us three out of five demands we had". But it was too late to correct. To my understanding in politics you have to sell your self when you have the best value. The right strategy to my point of view can be summarized by what I told to Mohammed Sheikh Ibrahim,(Moderate ONLF at the time), who I met in early 1992 at Jeddah Ethiopian consulate along with Addani Hirmoge (current vice chairman of ONLF). After the general meeting at the consulate with the public, I went to their Hotel and privately told Mohammed Sh. Ibrahim" Please our region is backward and need development, our people just immigrated from the refugee camps of Somalia and need life. Those who took power in Addis have their own challenges from Amaras and Oromos. Be friendly and make alliance with the regime and don't turn their focus on us".Should Late sheikh Ibrahim or his elite took this simple formula, putting together with the talent of our people, we would have been today the most developed region in Ethiopia.

Now let me highlight, where were they these three groups who were our of the scene for almost two decades, namely the intellectuals, the tribe leaders and Ulemas. My point of view is that they had/have the tiltles, but they were not/are not up to it. and that is why they failed and are in failure till the date. They (you and me ) are those who gave the chance for those whom you are blaming for the backwardsness of the region. Their character is that they(intellectuals) are Hesitant for every thing. The life in the region was so hard in early nintees and every thing was mess. The people were confused and every body was looking for life and we became two groups. Those who got the chance to escape from the mess and incertainity of the life and those who remained in home and felt ashamed to put their hands in the dirty games(politics) in home. Those the second group became inert and are sunk down. They are the most coward peolple remaining back at home and can not be counted as intellectuals. The first group who went oversea are living with immagination.

All of this is because our people in the ninties put their eggs in one basket(ONLF), even those who foresaw the failure, could not come forward with alternative, except late Dr. Abdulmajeed Hussein,He succeeded in appointing a non-ONLF president Mr. Jire Qalinle, who succeeded Mr. Sa'adi. He transfered the regional capital from Gode to Jigjiga, created the "Somali Democratic party" and finally send all the ONLFs to Jungle. Do not say he used woyane, because if you can not use your stick, you shall be bitten with it. When the ONLF collapsed and saw that they can not manage themselves, it was necessary to inject outside(new) blood to the ONLF leadership and by this ,the Late Dr. Sirad Dolal brought the Admiral to the front and was elected as the new chairman of ONLF. But misfortunetly, no body of the Ogadinis at least at the political stage was upto Dr. Abdulmajed, who was samrt to play the chess well. I respect him, saw him as brilliant, brave and mature somali ploitician, who had the ability to corner ONLF. I remember Mr. Abdi Ali Abshir was among the few Ogadenis, who were pro-Abdulmajed and he was considered as traitor, cheap and immoral person at the time.

I think now let us not blame/abuse any one, but put the heads together and look for options by which we can transform and/or improve the existing system. The simple failure is that no one of us is ready to sacrifice for his country/people. We intend to blame those who are running the region to thier capacity and we are trying to correct by remote control.Keep in mind those in the stage(regional Govt/ONLF) have no other way of life and they will not allow you to approach the higher echelon easily. You have to be ready to start from bottom and show loyality to third graders/sergents as you said if you are sincer to serve your people.

I finally conclude that if you do not use below formula, the old intellectuals (New intellectuals are being generated yearly inside the somali region and throughout Ethiopia and they are the real hope) will never come to front line.
"If you know or understand some thing and can not implement, act as you do not know/understand, let them think that you are foul, stupid, weak, traitor, cheap etc. Keep on eye your target always and when the time comes show that you are not the person they thought"
